Does anyone know how to fix the issue without a MAC? I only have access to a PC.

Hi,
I have the pdf version of Starmada the Admiralty edition. When I load it to my iPad I can't see the pictures but when I load the pdf version of the Rules Annex I can see the pictures. When doing some research it says that that pictures compressed using JPEG2000 the pictures don't show up so I assume the Admiralty edition used that compression type but the rules annex uses a newer compression.
Is there a way to get an updated version of the Admiralty edition in pdf that will work on my iPad?
