All rounding is always up and it doesn't always happen at the end of the calculation, IIRC. Can't be bothered to check the math on the frames you mention right now, but there's been one or two cases of mispointed frames in the army lists. I do believe that the force creation tool, aside of the known errors/modifications listed in the Errata, should be assumed correct in case there is a discrepancy.

I've found that I prefer the Ultimate Warzone version of "no scatter, but worse change to damage on a miss" for a ranged AOE mechanic. It's much more difficult to retrofit than a scatter system of course.

The line currently includes four alien types and a number of pretty spiffy human models. They are planning to release some never before seen stuff next and Naismith even promised to sculpt yet more Cobalt stuff at one point... Maybe now that the minis are on sale again he actually will*.

Nominally they are 25mm but since they're aliens they should work with anything from 15mm (as SZ3 infantry, well maybe the Spice Lice only) to ca. 32mm.
I think you should try to get in contact with Demian and possibly Dan also before publishing it. I'm pretty sure they'd be willing to officially allow for public release as long as the sheet functions properly. Not sure if Demian comes around much any more tho, maybe Dan knowns his contact info?
D:VG army builder is complex enought to allow not-immediately-apparent interplay of different rules... Perhaps this fact is not advertised enough. But if all the possible options were explicitly written down I suppose the book would indeed be "something like 1.000 pages" :mrgreen:
The exclusive rule has been seen as problem by many apparently (it's on the card to be replaced by a different system in the D:VG supplement that's been stuck in the "post production" phase for something like two years now -- not sure if it's in fact been shelved completely or not), tho I don't personally really think it's massively limiting. While vehicle units are exclusive, as are SZ3 infantry units, you can still take additional choices towards your ad hoc units count, which is percentile of the force size.
Indeed D:VG has been hampered by the things as mentioned above, plus also the fact that it's a "complex, but not complicated" game. If you want market penetration for a game without the aforementioned resources you'll have a much better chance going with with "simple, but not simplistic" instead. Many people don't seem to know the difference between complex and complicated. The sheer size of the rulebook alone has garnered snide remarks from the potential audience.
If you pick up and actually play Defiance you probably won't get to be in the secret new world goverment but you'll most certainly be one of the select few -- very few :mrgreen:

Hot in the heels of the news about DemonBlade acquisition, MegaMinis has announced it has bought the former Alpha Forge property Star Mogul. This apparently includes the rights to all miniatures (tho not molds if I understood Mr. Lauck's comments) so I would think those nice lizardine aliens the Hydrissians are going to become available again sometime in the future, as well as the other alien race the name of which escapes me ATM.

In some cases it looks like the assumed bigger size of the troopers has been factored in by allowing them higher (inherent) Movement. But this is really something only Demian can address so I won't speculate further.
Defiance should work for most Khurasan alien minis I've seen so far, apart from the Vespulid autonomous mortar thingy which needs to be changed a bit from what the fluff says. I'm not a 15mm gamer tho so I must say I've not looked at them very closely or given the idea much thought.
I think I'll let somebody else to do the honours on this one :mrgreen:
