So level 3 is really 95% of the base Equipment Modules?
Just entering the stats into a spreadsheet and thought phew that is high.

yup. that is correct. You're dealing with all the electronics, surgery, supply storage, etc., MASH on wheels per se.
This cost does not include any additional EM purchased with the sacrifice of MP. Only the base EM are used in the cost calculation.
