No... by "scale" I mean how big is "big" in game terms. Actual scales vary from mini to mini, but a 5-hull ship is a 5-hull ship in Starmada.

There are no construction rules for the SBFCS game, IIRC, so this question might be difficult to answer, but is hull structure linear? ie., in Starmada, a 2-hull ship is more than twice a 1-hull ship, a 10-hull ship is more than twice a 5-hull ship, etc.
