When does the momentum of ship change?
Is it calculated at the beginning of the turn using the previous turn's move distance, or is it calculated after movement each turn?

The first paragraph in the left column on page 11, and the fourth thru sixth paragraphs in the right column, also on page 11, explain it fairly well.
From the paragraphs listed above, I guess you could say the momentum changes at the end of a turn's active or reactive movement phase, and is determined by the previous turn's momentum and the current turns thrust.
This is coming from a very infrequent IS player though.

The momentum changes immediately after the ship has been moved, using the distance moved in the current turn.
