Is there a software or something like that that can create markers?

Depending on what I'm doing I tend to use Coreldraw or Publisher.
I've heard of Corel, but not coreldraw and publisher. Are they free and easy to use?

Corel publishes a graphics package, the most well known piece is Coreldraw. It isn't free but it can generally be found for well under $100 and I think is roughly as good as Adobe. You can learn it pretty easily, at least what is required to make units. I never had any formal training and I've done multiple wargames with it.
I have successfully used Paint.net for some modifications to the standard Starmada markers, as well as the creation of tokens for D&D. It is free and fairly quick to learn.
If you want a free vector graphics program, Inkscape works very well. It's really just as good as Adobe Illustrator.
