Is the hyperdrive supposed to be modified by tech level?
No. Its a base 10% of the hull. Every ship has a hyperdrive. You have to make a decision to remove your hyperdrive, not to add a hyperdrive.
Thats another problem with some of the spreadsheets, but one that is easily corrected.
