Laurence, I get some issues with putting the Grumm ships into the Shipyard. They tend to come out 6-10 points more expensive and I can't figure out why. I haven't even tried the fighters, yet!

I found another one. The Grumm Cruiser (Arger class) and the two carriers have an Eviscerator with range 12 and Impact 3.
The other ships, the BB and BC, that have the Eviscrerator are range 15 and Impact 4.
Are these Eviscerator 1 and Eviscerator 2? They seem to be intended to be different weapons.
This sounds like a fun idea. I think it would work well, too, especially if you keep it balanced enough that no one feels like they are going to lose battles every time.
Nice observations, Falstaffe. I think such a project should be directed by MJ12. Fan-driven content works best when their is a dedicated team that works well together or an extremely talented individual who is capable of generating excellent product.
The best scenario here, I think, would be for MJ12 to take up the idea and solicit ideas. Perhaps some fan here will display the talent needed to develop some of those ideas and emerge as a writer/developer for such a project.
Does anyone have any ideas?
For my part, I think Hammer & Claw might be a good place to start. Use that as canon and expand it.
Edit: After a quick readthrough, I think the ISS is an equally good place to start.
I'm game (no pun intended). Were you envisioning this as fan-created content? Or did you have in mind supplements MJ12 would eventually publish?
A universe map, a la the Homeworld stuff you linked or SFB or WH40K or Traveller, would be a very cool place to begin. I will have to look more closely at ISS to see how compatible that is with H&C. To be honest, to date, ISS has been purely a rules-resource.

Just clarifying... We already have the fleets from ISS and H&C. You are suggesting putting those settings into a larger context and adding to it with additional fleet books describing the forces of additional factions?
I think it's a good idea. If the fleets can be differentiated in their capabilities (and I think H&C, in particular, does that well), then it does create that WH40k feel where players can choose a faction based on their style of play (or aesthetic preferences).

The fifth fleet is ready for launch. They are the fleet in the middle. Super Dreadnoughts on the left, down to scouts, with heavy carriers on the far right.

Some Grumm ship designs have a weapon called Ravenous with "Increased Damage". Is this supposed to be Increased Impact or Continuing Damage? Or am I missing something? (I know Increased Damage is a fighter trait but this is a ship's weapon.)
The main guns on the Dai-Ken ships are all listed as having Range-based IMP. Except, the Sumida-class CA which has Inv. Range-Based IMP. However, the T26 gun on the Sumida is the same gun on several other designs which just list Range-Based IMP. Is the Sumida an error?
My next game will be Grumm v. Dai-Ken, so it's important. 8-)

...I figured that old 'explosion' counter would work for SOMETHING.
I used your debris counter, as well. When a ship is destroyed, the ship counter is sent to the graveyard and replaced with the debris counter.
I have added a separate map, as well. The 'medium' map is about 34x31 hexes. The 'large' map is 58x58 hexes. The large map might be nice for those who use 30 range weapons.
An Imperial escort just exploded, catching the light cruiser Pisces, the fleet carrier Neptune, and fighter flight Red 1 in the resulting fireball.
It's an optional rule, but we got 'er in there. (Thanks, Dugan!)

1) Binders. It's a good idea, to be able to keep everything in one place, adding supplements and errata as new supplements are published. Regarding the perfect-bound soft covers... it's a game, people. Is it too expensive to publish as soft cover with a spiral binding? Because it is very helpful to be able to turn to a page and leave it open on the table.
I know, I know. Complicating things by adding a third option...
2) In game books like this, I am perfectly content with B&W
With so many optional rules, I have had to find ways to display information in Vassal which might be done in different way son the tabletop. Below is the current version of the "dashboard" for ships with various optional rules turned on. Not sure how many games will be played with any -- let alone all! -- of these. Still, my goal was to have all the optional rules in S:AE, ISS and H&C accounted for in the module. This makes for a lot of busyness but, again, how many games will result in all of these options being turned on?
Each of these buttons has to be activated to appear. So, if you are playing without the various options (Pivot, Altitude, Sensors, Evasive Action, and Stealth ability), then none of this will appear on your screen.
One ship has a box around it, which means it is selected. Notice the buttons recede into the background when a ship is selected.
The "key" is available in the module as a quick reference that pops up when you click on the button for it.
