the 'normal' way of doing this is that light terrain is judged at double movement rate, medium at triple and heavy terrain at... four times. However, this is not how it is written.
The intent of the rule is just as written above. I wrote it in terms of rates, because that makes the math easier, but I can see how that can create confusion:
Consider movement costs to be 4/3x for light, 2x for medium, and 4x for heavy.

1. As stated by tnjrp, commanders do not affect unit status at all. They can move freely about the table as they please and this does not affect anything other than total unit size.
2. Since this is not explicitly spelled out, I can see the confusion. The intent of the rules is that only elite figures can pick and choose targets, so I agree with tnjrp.

The current rules are diverse enough that you should be able to mimic most effects in a VSF universe. In the upcoming supplement, I am adding in specific genre rules for "Industrial Fantasy", which will more easily allow for spellcasters and "golems", but whether these things should be considered VSF or "steampunk" is a matter of taste.
Please let us know if you build a VSF army. I personally would love to see the results!

Yeah, RPGs might have a "real world" blast radius but I think it's fair to keep it non-AOE AV, in order that it's in line with its intended use...you could always give it an after-burst augmentation...
Qucik Q: what scale are your minis? If they're 20mm, it might be worth using the 15mm scale stats, since this makes battles somewhat more realistic in terms of movement/flanking capability and weapon ranges.

I'd consider it, but it would require a good bit more artwork than we currently have available. Plus, we'd need to add color to all of the exisiting artwork.

The updated rules will contain "overloaded" frames, which are basically frames that count as 2 for purposes of army construction but that can have up to 8, instead of up to 4, weapon choices. I also increase the total number of frames allowed to encourage their creation.
About individual action, I'm not sure...the best current way is to make everyone a hero, though that does give attack chits as well. If small skirmish is desired, the best way to deal with this might be to give elites and linked figures a cost savings and then consider all figures as having individual action. This wouldn't be too hard to calculate.

I have a question. Is the maximum armor rating of my force (now set at -1) inclusive of the frontal arc modifier, or can I keep the default value at -1 and figure the frontal arc thing is an exception? If I need to change my maximum armor rating to -2 to cover the frontal arc rule, I need to tweak my force guidelines slightly.
Yes, the -1 limit applies, even to front arc ratings. I might make the basic SI +2 to represent the shift between light and heavy armor among the infantry.
p.s. in the upcoming supplement, there will be augmentations that allow you to change the AR of certain figures if you want.
I like the sound of this army! Let me know if you want to post stats. We could use pcis from the paper mini producers with permission.
Yeah, the problem with the TMP thread is that new posters keep piling on different definitions of game balance, which just worsend the problem of vagueness in the original poster's question.
Oh, I forgot to let y'all know: Pig Iron is cool with us posting official stats for their figs on the website, so I'm gonna make some pdfs that contain stats per tnjrp and pics of the appropriate figures.
Oh, and remember that Matrix quality figures are immune to individual morale tests. So a Matrix hero is unshakeable *and* flexible. Can you say "walk through supression fire, fire at suppressing enemy to end suppression fire, then move back into cover, paving the way for your next unit"?
Doh, this is a missed erratum:
Page 12: under “Hero Cost”, replace the last phrase “…and no matrix quality frame may be made into a hero.” With “and matrix frames will pay a point cost premium to become heroes.”
Originally, I had envisioned matrix figures as being unable to be heroes, *but* this didn't fit the fluff of alot of backgrounds and severly limited flexibility of big frames. That's why I opted instead for a higher point cost.
While +174 sounds like a huge amount, the tactical ability that comes with being able to move around independently and join and leave other units at will is very powerful for a survivable figure like the Wardroid.
You could just give the Wardroid a hero cost.
