You can certainly do so for your own settings. I would be hesitant to make 12+ an "official" option, however.

It is. Steve asked me about it last week, and I just haven't gotten it fully finished. I know... slacking off. But the weird irony of the COVID lockdown is that it's not actually resulting in more free time.
1) You are correct.
2) Bullkheads are Hull Points for all purposes EXCEPT when determining the number of Damage Control Parties.
3) The attack limit for Marines is based on the "firing" ship's size.
I'm a bit wary of a multiplier as low as x0.3... but I guess if it can only hit ground targets I suppose it makes sense.
Why can the other traits not be combined with Acr?
I've never been all that concerned with the SUs. If you're off by a few points one way or the other, it's not that big of a deal. The more important thing is that the combat rating works out for game balance.

It means whatever you interpret it to mean. Whether it's a specific 1000-point force or a collection of a half-dozen or so designs, it's up to you.
Standard range bands, as the customized ones are an optional rule.
I should mention for this purpose I'd like to keep with the ship sizes as presented in the 2020 Annex:
Frigate FF 1-2 Smallest viable combat vessel; designed for protection against enemy fighters and escorts.
Destroyer DD 2-4 Equipped with heavier weapons for use against enemy cruisers and capital ships.
Light Cruiser CL 4-6 Operate in groups, as squadron leaders for escorts, or as fleet scouts (CS).
Heavy Cruiser CA 6-9 Workhorses of the fleet; designed to operate independently.
Battlecruiser/
Light Battleship BC 8-12 Firepower of a battleship combined with cruiser defenses.
Battleship BB 10-15 Forms the backbone of the “line of battle.”

Hey Starmada players... DESIGN CHALLENGE!
I'm looking for examples of fleets built solely with the essential rules; i.e. no weapon traits or starship systems (except for the "Carrier" trait for fighters).
Any takers?
FYI, the Drydock doesn't apply a TL mod to each item. Instead, it totals the amount of SUs in each category and either "refunds" or "debits" the appropriate SUs. That could easily account for the difference.
Ahh... figured it out. The Drydock is not applying the TL modifier to directional screens. When I fix that, the design has 9 SUs remaining.

Point-wise, everthing checks out. However, there is a 27 SU overage. Also, note that bulkheads increase the hull size, which means the engine/weapon/shield tracks are increased as well.

Version 1 of the Sovereign Stars was a strictly desktop-published game that has been OOP for a very long time.
Version 2 was a tie-in with Twilight Imperium that sold relatively well but had to go OOP when the license with FFG expired.
Version 3 was released as part of the Imperial Starmada Sourcebook, which you can get either here or at WargameVault. Although that book was part of the Admiralty Edition, SovStars itself is not anchored to that edition.
You also have to be sure to apply the "Skr" trait.
No... they have the listed hull sizes. Bulkheads are indicated by bullets: e.g., a ship with three bulkheads and five hull points would have a hull track like this: • - • - • - 5 - 4 - 3 - 2 - 1
My intention is to work on this next. But intentions are fickle things...
Drat. You are correct... the table on p.10 is wrong. The Submunition Pack should have a BSUR of 2.1 and a max range of 9.
